Whatever you think of Easterman and his project, The Board is all hot and bothered over the tax savings inherent in populating the Trials with these Charitable Outreach Centers.
The entire cost of running the centers, recruiting volunteers, and trucking them to Sinyala is a bulletproof tax deduction. (And not a bad place to hide all the money coming in from Agency black book $$$.)
Hold your nose and think of the profits. Easterman will sabotage himself sooner or later. And if we get tired of waiting, I have ways to nudge him.
