TRANSCRIPTION OF CONFERENCE, H.J. EASTERMAN, A. BRADLEY AVELLANOS, J LAWLER (CIA).
[Minutes 15-17]
AVELLANOS: The Agency's already invested, you just need to let it ride. Compared to SADM we're a bargain. With potential domestic and civilian applications.
LAWLER: I am not going to acknowledge domestic application.
AVELLANOS: The Communist threat is just as real here as abroad.
EASTERMAN: Charisma and belief. These were the lessons of World War II. Ignore that at your peril. Chiang Kai-Shek. The French in Indochina. They lost because they underestimated the power of charisma and belief.
LAWLER: They lost to Communist uprisings.
EASTERMAN: Communism's just a wedge. It's a tool of belief like any other.
LAWLER: I'm going to have trouble selling Charisma to the boys upstairs.
EASTERMAN: Because Dulles is a banker. He thinks the world is made by rich men in back-room deals.
LAWLER: Is he wrong?
AVELLANOS: Tell your bosses it's not charisma, it's marketing. It's propaganda.
LAWLER: I don't know.
AVELLANOS: You can see it.
LAWLER: Hell, I don't know.
EASTERMAN: Indochina's not nettled, not by a long shot. Uncle Ho's a charismatic man.""
